Az európai integráció története során az intézményi kérdések mindig is kiemelt jelentőséggel bírtak. Milyen típusú intézményekre van szüksége az együttműködésnek? Hogyan válasszák ki ezen szervek tagjait (delegálják, közvetlenül vagy közvetve válasszák őket)? A különböző intézmények milyen viszonyban álljanak egymással? Legyenek-e fékek és ellensúlyok az intézmények rendszerében? Összességében pedig: a föderalizmus vagy a kormányköziség az a rendező elv, ami hatékonyságot tud nyújtani az európai integrációnak?

A Nemzeti Polgári Vitacsoportunknak hármas célja van:

• Párbeszédet kezdeményezni az Európai Unió jelenlegi intézményi rendszeréről.
• Rávilágítani a legfontosabb intézmények erősségeire és gyengeségeire.
• A résztvevő uniós állampolgárok fenti párbeszédének eredményeként ajánlásokat megfogalmazni az Európa jövőjéről szóló konferencia számára.

Throughout the history of the European Integration the question of institutions has always been a critical one. What sort of institutions does the integration need? How should the members be selected to each institution (is delegation, direct or indirect election the right way)? How the different institutions should be related to each other? Are there checks and balances present in the system? And ultimately: is it federalism or intergovernmentalism that will bring effectiveness to the European Integration?

The purpose of this National Citizens’ Panel is threefold.

• To open a debate on the state of the current institutional system of the European Union.
• To direct our attention to the strengths and flaws of the major institutions.
• To put recommendations from thee participating EU-citizens on the table of the Conference on the Future of Europe in the light of the debate.
